Alameda County, California, is developing a housing program aimed at helping senior homeowners on fixed incomes build accessory dwelling units on their properties. HousingWire reported that officials are seeking an administrator to guide participants through the construction and subdivision process. [1]

Under the planned initiative, participating seniors will move into the newly constructed, smaller residences on their land. According to HousingWire, participants will then divide their land into separate parcels and sell their original homes to repay the construction loans. [1]

The framework draws on California state measures AB 68, Proposition 19, and SB 9. HousingWire reported that state legislation on secondary suites dates back to California Senate Bill 1534 in 1982, which allowed local governments to regulate or promote accessory dwelling units. [1][2]

HousingWire reported that the county targets 10 initial units, with a goal of expanding to 50 units within two years. Program outreach is scheduled to begin in 2027. [1]
